David R. Pickering, President. David Pickering is a leading expert in the field of security management and vulnerability assessment (VA), with a focus on VA efforts within nuclear weapons security programs. He has over 27 years’ experience in safeguards and security, as well as intelligence and counterintelligence operations.
Pickering has significant expertise in national security related policy and program development for senior US federal agency managers, as well as experience in implementation of that policy at field sites. He has unique experience in conducting cost effectiveness analysis and protection system optimization through VAs. He provides extensive experience in working with nuclear weapon production and storage sites and civil aviation facilities, conducting and validating VA results through performance testing, scenario development, threat analysis, and employment of adversary teams. Pickering has extensive experience in working with US Department of Energy (DOE) Headquarters, as well as the DOE sites at Rocky Flats, CO; Hanford, WA; and the Los Alamos National Laboratory (LANL). Pickering has developed and delivered training models associated with 3D modeling and vulnerability and risk assessment. He is experienced in the application of computerized VA computer models, such as the Analytic System Software for Evaluating Safeguards and Security (ASSESS) adversary path analysis tool, having employed ASSESS at numerous nuclear weapons sites for DOE, and at commercial aviation facilities for the Federal Aviation Administration (FAA). Pickering is also experienced with the Joint Tactical Simulation (JTS) and Joint Conflict and Tactical Simulation (JCATS) conflict simulation models, including participation in working groups developing software improvements to more accurately simulate conflict results.
